Language Assistance Program (LAP)
In 2003 the California Legislature enacted SB 853, which directed the Department of Manage Health Care (DMHC) and the Department of Insurance (DOI) to adopt regulations requiring health care service plans and health insurers to develop and implement a language assistance program (LAP)to provide services to their limited English proficient (LEP) enrollees.
As of April 1, 2009 limited English proficient (LEP) health plan members may access the Health Language Assistance Program by contacting their health care service plan at the 800 number listed on their ID card. Health Care Providers can also access the Health Plan’s language assistance program by calling the same 800 number.
